I feel like there's going to be a logistical issue with that. That is to say, how do I know if squadrons have attacked twice in the last turn, and thus cannot attack this turn? a marker would be needed and that'll clutter up the board quite a bit.

I was thinking that Anakin should be able to do something like Corran Horn from X-Wing (attack twice in one round, and then don't attack in the next)

This was designed very shortly after the Rogue keyword was first introduced, and its real value was not yet well understood. So I erred on the side of caution. Aces were also less dominant in the meta at the time.
In hindsight, yes, this is probably about 5-10 points too expensive. But:
- it frees you from having to pick high-squadron ships, letting you save points here and there and opening up new ship combinations that would not otherwise be viable.
- the value of Rogue needs to be assessed in relation to CIS droid squadrons, which operate quite differently from what we're used to

This is the only DA card I have a problem with, it seems quite pricey just for all friendly squads to have rogue.
